The Management of a Crisis Vocabulary relies on W3C's RDF technology.
The visual layout and structure of the specification was adapted from the Open Provenance Model Vocabulary edited by Jun Zhao, SIOC Core Ontology Specification edited by Uldis Bojars and John G. Breslin, the Provenance Vocabulary Core Ontology Specification edited by Olaf Hartig and from the Open Time and Space Core Vocabulary Specification by Tomi Kauppinen.
MOAC, the Management of a Crisis Vocabulary, is a lightweight vocabulary aiming to provide terms to enable practitioners to relate different "things" in crisis management activities together as Linked Data. The initial MOAC terms originated from the Inter Agency Standing Committee (IASC), Emergency Shelter Cluster in Haiti, UNOCHA 3W Who What Where Contact Database and Ushahidi platform. Efforts have been made to involve a number of international humanitarian and crowdsourcing volunteering communities to authenticate MOAC usability, functionality and structures. Since, the vocabulary is still evolving, necessary changes based on expert recommendations will be carefully documented and necessary changes will be continuously updated in the same platform.

This specification is an evolving document. This document may be updated or added to based on implementation experience, but no commitment is made by the authors regarding future updates. This document is generated by combining a machine-readable Management of a Crisis Vocabulary Namespace expressed in RDF/XML with a specification template and a set of per-term documents.

Today, most data from humanitarian agencies are in the form of spreadsheets, PDFs and word processor documents hidden somewhere in a desktop or a server. A number of agencies are making gradual efforts to publish these data as an open source. However, during the period of the development of this platform, it is noted that there are no suitable disaster management vocabularies with well-defined URI (Uniform Resource Identifier) and RDFs (Resource Description Framework). The Management of a Crisis Vocabulary (MOAC) is defined as a set of classes and properties. One of the primary goals of the MOAC is to link crisis information from three different sources: a) traditional humanitarian agencies (shelter cluster), b) Volunteer and technical committees (Ushahidi Platform) and c) disaster affected communities.

The Management of a Crisis Vocabulary is identified by the namespace URI "http://observedchange.com/moac/ns#".
Revisions and extensions of MOAC are conducted through edits to the namespace document, which by convention is published on the Web at the namespace URI.

The âcluster approachâ is defined as a mechanism that can help to address identified gaps in response and enhance the quality of humanitarian action. It is part of a wider reform process aimed at improving the effectiveness of humanitarian response by ensuring greater predictability and accountability, while at the same time strengthening partnerships between NGOs, international organizations, the International Red Cross and Red Crescent Movement1 and UN agencies.
At global level, the aim of the cluster approach is to strengthen system-wide preparedness and technical capacity to respond to humanitarian emergencies by ensuring that there is predictable leadership and accountability in all the main sectors or areas of humanitarian response. At national level, the aim is to strengthen humanitarian response by demanding high standards of predictability, accountability and partnership in all sectors or areas of activity.
Humanitarian sectors and categories of population for achieving more strategic responses and better prioritization of available resources by clarifying the division of labour among organizations, better defining the roles and responsibilities of humanitarian organizations within the sectors, and providing the Humanitarian Coordinator with both a first point of call and a provider of last resort in all the key sectors or areas of activity.
